THE 545 PEOPLE RESPONSIBLE FOR THE USA'S WOES BY CHARLEY REESE

Politicians are the only people in the world who create problems and then campaign against them. Have you ever wondered why, if both the Democrats and the Republicans are against deficits, we have deficits? Have you ever wondered why, if all the politicians are against inflation and high taxes, we have inflation and high taxes? You and I don't propose a federal budget. The president does. You and I don't have the Constitutional authority to vote on appropriations. The House of Representatives does. You and I don't write the tax code. Congress does. You and I don't set fiscal policy. Congress does. You and I don't control monetary policy. The Federal Reserve Bank does.

One hundred senators, 435 congressmen, one president and nine Supreme Court justices - 545 human beings out of the 300 million - are directly, legally, morally and individually responsible for the domestic problems that plague this country.

I excluded the members of the Federal Reserve Board because that problem was created by the Congress. In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered but private central bank. I excluded all the special interests and lobbyists for a sound reason, they have no legal authority. They have no ability to coerce a senator, a congressman or a president to do one cotton- picking thing. I don't care if they offer a politician $1 million dollars in cash. The politician has the power to accept or reject it. No matter what the lobbyist promises, it is the legislator's responsibility to determine how he votes.

A CONFIDENCE CONSPIRACY

Those 545 human beings spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con regardless of party. What separates a politician from a normal human being is an excessive amount of gall. No normal human being would have the gall of a SPEAKER, who stood up and criticized G.W. BUSH for creating deficits.
The president can only propose a budget. He cannot force the Congress to accept it.

The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating and approving appropriations and taxes. Who is the speaker of the House? She is the leader of the majority party. She and fellow Democrats, not the president, can approve any budget they want. If the president vetoes it, they can pass it over his veto.

REPLACE THE SCOUNDRELS

It seems inconceivable to me that a nation of 300 million cannot replace 545 people who stand convicted -- by present facts - of incompetence and irresponsibility. I can't think of a single domestic problem, from an unfair tax code to defense overruns, that is not traceable directly to those 545 people. When you fully grasp the plain truth that 545 people exercise power of the federal government, then it must follow that what exists is what they want to exist. If the tax code is unfair, it's because they want it unfair. If the budget is in the red, it's because they want it in the red. If the Marines are in battle, it's because they want them in battle. There are no insoluble government problems. Do not let these 545 people shift the blame to bureaucrats, whom they hire and whose jobs they can abolish; to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power. Above all, do not let them con you into the belief that there exist disembodied mystical forces like "the economy," "inflation" or "politics" that prevent them from doing what they take an oath to do.

Those 545 people, and they alone, are responsible. They, and they alone, have the power. They, and they alone, should be held accountable by the people who are their bosses - provided the voters have the gumption to manage their own employees. We should vote all of them out of office and clean up their mess.

In the past, to become an American Citizen, you had to learn English as
well as speak it.  Now, we as Americans, must either put up with or learn
a foreign language in order to survive.  Yes, I said survive!  Why have we
as a country, continued to put up with this?

Please co-sponsor Sen. Dole's bill, S. 2719, to repeal the multilingual
mandate called Exec. Order 13166.

It is estimated that having this bill cost US, the people of this great
country, millions, if not billions of dollars a year.  Why have we stopped
requiring this for immigrants to live/become citizens of this country?

Forcing federal fund recipients to provide services in foreign languages
eliminates incentives for immigrants to learn English.

Why are we funding immigrants who are NOT citizens?  Why aren't they
required to speak/learn our language to become eligible for ANY funding?
Why are they collecting Social Security,  having NEVER contributed?  We as
Americans want to know!  We have an investment in our country!

The American people never voted to transform their country into a
multilingual 'Tower of Babel.'

Please work to keep our nation united by language by working to pass S.
2719.

Fox... I am still waiting to hear what you might have to say about this! I notice that the two advertisement posts that were complete with URL's and email addresses, from the front page were deleted! Thank you for your prompt attention in deleting that spam.

Now I would like to know will this person be made to delete their URL?  Or can I add my URL for my own website into my bio???

This post if for those of you who think that us responsible citizens shouldn't have the right to carry a gun! 

These citizens did not lie down and become a door mats, they had a spine and they took action!  By the way this is one of my favorite columns to read, I love reading about the bad guys getting just desserts!

Just four months after burglars stole jewelry worth thousands of dollars from a Florida townhouse, four suspects attempted another heist. This time, however, the homeowners' 26-year-old son was sleeping inside. According to police, Richard McKinley heard someone entering the home, grabbed a handgun and went to investigate. He confronted four burglars, and pointed his gun at them while demanding their hasty departure. Instead, they began struggling with McKinley and he opened fire. One intruder died instantly. The others fled. "[McKinley] took it upon himself to defend himself, and I'd do the same thing he did," said a neighbor.

Two gunmen kidnapped an Eclectic, Ala., town policeman and used the officer to gain admittance to the home of Carl Ray Barker in the early morning hours. Barker, an Eclectic banker, was taken by one gunman into town to open the bank's vault, his wife, child, and the town policeman being held hostage by the armed companion pending a safe return from the bank. When the time-vault resisted opening, the gunman returned Barker to his house and, after some debate, took the policeman away with him to get tape for binding all hostages until morning, when another attempt was to be made on the vault. Barker, now held in his home with wife and child by the second armed man, asked if he could make coffee. The robber assented and Barker put water on the stove and got it boiling. "I took the scalding water to the living room," said Barker. "When he held his cup, I just poured the water in his face and grabbed his gun." Barker pistol-whipped the robber into submission, loaded a shotgun and waited for the return of the other bandit. When the door opened, the captive policeman dived out of the way and Barker killed the would-be bank robber with two blasts. Barker said he feared for his family's safety and, "I didn't want my bank to get a bad name about being robbed."

Driving to work one morning, Jim Povia, of Sarasota, Florida, saw a state trooper with his service pistol drawn, confronting a trio of male suspects during a traffic stop. Povia, a right-to-carry permit holder, pulled over and grabbed his .40 cal. pistol and went to the aid of the officer. The two held the men until backup arrived. The driver of the vehicle was driving with a suspended license and a gun was found in the rear of the vehicle. The three men were charged with felony weapons possession.

In Indianapolis 17-year-old Gerald Watson stood near a policeman who questioned a robbery suspect when the suspect's accomplice appeared on the scene and shot the officer down. Watson, who had taught marksmanship at the YMCA, grabbed the fallen policeman's service revolver and shot the felon dead.

Vincent McCarthy wasn't afraid to lend a hand when he noticed a police officer struggling with a man and woman at the side of the road. He tried to help subdue the man who was kicking the officer in the face. Despite McCarthy's warnings, when the man pressed his assault, the tour boat captain shot him once in the leg with a pistol he is licensed to carry and stopped the attack. Neither the officer nor McCarthy were seriously injured.

During a drug arrest in Webster Parish, La., a sheriff's deputy and a state trooper found themselves struggling with their two suspects. But four citizens observed the battle and, armed with shotguns, they came to the officers' aid--enabling them to make the arrests.

When a drug-trafficking suspect fleeing a state police traffic stop ran through an Ocala, Fla., campground, he was spotted by the manager. Leonard Hicks armed himself and held the man at gunpoint for pursuing officers. An officer later commented, We wouldn't have caught the suspect if it hadn't been for him.

Now this is something that just ticks me off (hence the red font), so pardon me while I rant, I will feel much better when I am done. Maybe!

I was reading Daytona Frank's blog about the revolving door that we have in our justice system. Well to make a long story short I went off on a tangent and found that my reply was going to be much longer than it should have. So I decided to write this blog. I apologize for the length, but I am sure you will find this an interesting read.

William Cruse is the oldest man on death row at this time, and if he is ever executed he would be the oldest to ever be executed in the State of Florida.

This tragic story starts in April of 1987...

Circumstances of Offense:

William Cruse was convicted of six murders, resulting in two death sentences for a killing spree he ignited on 04/23/87.

Prior to the day of the killings, Cruse obtained a semiautomatic assault rifle and approximately 200 rounds of ammunition. On 04/23/87, he loaded the assault rifle, a shotgun, and a pistol into his car and headed in the direction of The Palm Bay Shopping Center. Cruse stopped at his neighbor’s house, and opened fire, striking a 14 year-old, who was playing basketball outside his home. The boy's family rushed outside when they heard the gunshots, and Cruse fired at them as well.

Cruse continued to the Publix grocery store in the Palm Bay Shopping Center, where he gathered his firearms and ammunition, and approached the entrance to the store. Cruse shot and killed two people as they exited the Publix and wounded their friend. Cruse wounded two more people in a spray of bullets, and he killed a woman, who was shot as she pulled her car into the parking lot of the shopping center. Cruse then walked over to the bodies of two people who were exiting Publix, who were lying on the ground, and shot them again.

As authorities approached the scene, Cruse drove over to the Sabal Palm Shopping Center, where he again opened fire on the customers of the Winn Dixie grocery store. Cruse reloaded the rifle and fired numerous shots into the Officer's police car as he approached, killing him.

Another Officer who was the next officer on the scene. Cruse targeted him, wounding him in the leg. As the Officer scrambled for cover, Cruse followed him into the parking lot. Cruse stalked the wounded officer and shot him several more times, killing him. Cruse also fired at the rescue team who were attempting to help the fallen officers.

Cruse then went into the Winn Dixie, and hunted down a stream of people who were attempting to escape through the back door of the grocery store. He began firing, wounding many people, and killing a man with a shot to the back.

Cruse re-entered the Winn Dixie and found two women hiding in the women’s restroom. Cruse released one of them with orders to tell the police to turn off the lights, while he held the other hostage in the store. Cruse tried to negotiate with police to bring his car around and let him to leave Brevard County. If they agreed, he would then allow police to kill him. Cruse released the woman several hours later, at which time police fired tear gas and stun grenades into the store. Cruse was arrested when he was forced to leave the store.

Additional Information:

At trial, Cruse pled not guilty by reason of insanity. He claimed to suffer from delusions that people were talking about him, trying to test his sexuality and attempting to turn him into a homosexual.

On 03/20/02, Cruse was found mentally incompetent to proceed in his post conviction relief.

Factors Contributing to the Delay in the Imposition of the Sentence:

Cruse’s 3.850 Motion has been pending since 1993, making it the most significant delay thus far in the post-conviction relief process. On 03/20/02, Cruse was found incompetent to proceed in his post conviction relief efforts.


Case Information:

Cruse filed a Direct Appeal in the Florida Supreme Court on 09/01/89. In that appeal, he argued that the State committed a Brady violation when it withheld psychiatric information and that the trial court erred in failing to allow the cross-examination of a State’s expert. Cruse also claimed the trial judge gave an improper insanity instruction and that the trial court erred in failing to allow him to present surrebuttal evidence. In regard to the penalty phase, Cruse argued the application of certain aggravating factors. The Florida Supreme Court rejected Cruse’s arguments and affirmed the convictions and death sentences on 10/24/91.

Next Cruse filed a Petition for Writ of Certiorari in the United States Supreme Court, which was denied on 06/08/92.

He filed a 3.850 Motion on 08/25/93, which is currently pending in the State Circuit Court. On 03/20/02, Cruse was found incompetent to proceed in his post conviction relief efforts. No disposition was ever reached on his 3.850 Motion.

Cruse is still sitting in prison! We are paying to feed, clothe and house this scum! This makes me want to puke! The only question I have is...

WHY???

I remember exactly where I was I heard the news, I was here! And with those two shopping centers being the main shopping centers in Palm Bay, I easily could have been there, caught in the middle of it...Thank God I wasn't!

Don't the families of these victims deserve justice? Were you here when this happened? Do you remember it? Is this fair? I mean if this guy is really crazy, would he even know we imposed the death sentence? Does he even know he is crazy? Is he really a nut bag? Or is this just his way of surviving the rest of his natural life?

Is your heart bleeding for this man? If so I really want to hear from you!

I see the rats are starting to abandon ship!!! Is it time for Hitlery to crawl back under the rock she crawled out from underneath of? Or are there going to be a dozen recounts before that finally happens?

When I have to be at work by 8am, I go down to the polls for the elections first thing in the morning at 7am to vote, but there is always a very long line, the line is always so long that I can't stay or I would have to be there for two hours!

But what gets me is who is in that line at 7am!
It isn't the working person, no, they are forced to leave to go to work! At 7am every retired senior citizen in my community is at the polls! Why is this??? When I try to come back at lunch time to vote, it seems everyone else that has a normal job is there with the same idea!

Is voting such a big outing for these senior citizens that they can not wait until 9 or 10am after all of us working people have gone to work? Are they so excited to get out and vote that they have to clog the polls at 7am?

This has been a pet peeve of mine for a very long time!

I have read so many blogs where people are trying to make an intelligent choice when it comes to the Presidential candidates, some people see things much differently...  So feel free to give your feedback on this one!

Personally I have to wonder, why is it that the Presidential candidates seem to be the only candidates that we ponder over like this?  Isn't Congress just as important if not more so?  What about our House of Representatives or local county sheriff, city or town mayor?  Do you ponder over these elections for well over a year before the election? I know I don't!  And why is that?  Because those races don't get the press that the presidential race does do they?

I personally think we need to put these Congressmen, Representatives and local government candidates under the microscope just like we do the Presidential candidates.  Some of these people have more power than the President does don't they?  After all the President is only a figure head isn't he?  Let's dissect them too and make sure we get the right people elected to office!  After all what good is the team leader without team players?

Dear Senators,

Your vote against an amendment to the Immigration Bill 1348, to make English America's official language is astounding. On D-Day no less when we honor those that sacrificed in order to secure the bedrock character and principles of America. I can only surmise your vote reflects a loyalty to illegal aliens.

I don't much care where you come from, what your religion is, whether you're black, white or some other color, male or female, democrat, republican or independent, but I do care when you're a United States Senator, representing citizens of America and vote against English as the official language of the United States.

Your vote reflects betrayal, political surrender, violates your pledge of allegiance, dishonors historical principle, rejects patriotism, borders on traitorous action and, in my opinion, makes you unfit to serve as a United States Senator... impeachment, recall, or other appropriate action is warranted.


Whats Worse, 4 of you  voting against English as America's official language are presidential candidates: Senator Biden, Senator Clinton, Senator Dodd, and Senator Obama.


Those 4 Senators vying to lead America but won't, or don't have the courage, to cast a vote in favor of English as America's official language when 91% of American citizens want English officially designated as our language.


This is the second time in the last several months this list of Senators have disgraced themselves as political hacks... unworthy as Senators and certainly unqualified to serve as President of the United States.


If America is as angry as I am, you will realize a back-lash so stunning it will literally rock you out of your panties... and preferably, totally out of the United States Senate.


The entire immigration bill is a farce... your action only confirms this really isn't about America; it's about self-serving politics... despicable at best.

We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream. Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"

"Here is how they do it," Lamm said: " First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country. History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: 'The histories of bilingual and bicultural societies that do not assimilate are histories of turmoil, tension, and tragedy.' Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."

Lamm went on: "Second , to destroy America, invent 'multiculturalism' and encourage immigrants to maintain their culture. Make it an article of belief that all cultures are equal; that there are no cultural differences. Make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and discrimination by the majority. Every other explanation is out of bounds."

"Third, we could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: 'The apparent success of our own multi-ethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we are left with only tolerance and pluralism to hold us together.' Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities."

"Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school."

"My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of 'Victimology.' I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all minority failure on the majority population."

"My sixth plan for America's downfall would include dual citizenship, and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other - that is, when they are not killing each other. A diverse, peaceful, or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks. The Greeks believed that they belonged to the same race; they possessed a common language and literature; and they worshipped the same gods. All Greece took part in the Olympic games.

A common enemy, Persia, threatened their liberty. Yet all these bonds were not strong enough to overcome two factors: local patriotism and geographical conditions that nurtured political divisions. Greece fell.

"E. Pluribus Unum" -- From many, one. In that historical reality, if we put the emphasis on the 'pluribus' instead of the 'Unum,' we will balkanize America as surely as Kosovo."

"Next to last , I would place all subjects off limits. Make it taboo to talk about anything against the cult of 'diversity.' I would find a word similar to 'heretic' in the 16th century - that stopped discussion and paralyzed thinking. Words like 'racist' or 'xenophobe' halt discussion and debate.

Having made America a bilingual/bicultural country, having established multi-culturism, having the large foundations fund the doctrine of 'Victimology,' I would next make it impossible to enforce our immigration laws. I would develop a mantra: That because immigration has been good for America, it must always be good. I would make every individual immigrant symmetric and ignore the cumulative impact of millions of them."

In the last minute of his speech, Governor Lamm wiped his brow. Profound silence followed. Finally he said, "Lastly , I would censor Victor Hanson Davis's book 'Mexifornia.' His book is dangerous. It exposes the plan to destroy America. If you feel America deserves to be destroyed, don't read that book."

There was no applause.

A chilling fear quietly rose like an ominous cloud above every attendee at the conference. Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today. Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America. Take note of California and other states. To date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book "1984." In that story, three slogans are engraved in the Ministry of Truth building: "War is peace," "Freedom is slavery," and "Ignorance is strength."

Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially The American Dream.

Gore's movie "An Inconvenient Truth" has been debated over and over again, some people believe what he has to say while others seem to think it is a bunch of HOGWASH.  To those that think it is HOGWASH, the following article may be of interest to you.  It seems some cities are making a difference!  I think this is a wonderful thing!

VAXJO, Sweden - When this quiet city in southern Sweden decided in 1996 to wean itself off fossil fuels, most people doubted the ambitious goal would have any impact beyond the town limits.

A few melting glaciers later, Vaxjo is attracting a green pilgrimage of politicians, scientists and business leaders from as far afield as the United States and North Korea seeking inspiration from a city program that has allowed it to cut CO2 emissions 30 percent since 1993.

Vaxjo is a pioneer in a growing movement in dozens of European cities, large and small, that aren't waiting for national or international measures to curb global warming.

From London's congestion charge to Paris' city bike program and Barcelona's solar power campaign, initiatives taken at the local level are being introduced across the continent - often influencing national policies instead of the other way around.

"People used to ask: Isn't it better to do this at a national or international level?" said Henrik Johansson, environmental controller in Vaxjo, a city of 78,000 on the shores of Lake Helga, surrounded by thick pine forest in the heart of Smaland province. "We want to show everyone else that you can accomplish a lot at the local level."

The European Union, mindful that many member states are failing to meet mandated emissions cuts under the Kyoto climate treaty, has taken notice of the trend and is encouraging cities to adopt their own emissions targets. The bloc awarded one of its inaugural Sustainable Energy Europe awards this year to Vaxjo, which aims to have cut emissions by 50 percent by 2010 and 70 percent by 2025.

"We are convinced that the cities are a key element to change behavior and get results," said Pedro Ballesteros Torres, manager of the Sustainable Energy Europe campaign. "Climate change is a global problem but the origin of the problem is very local."

So far only a handful of European capitals have set emissions targets, including Stockholm, Copenhagen and London. Torres said he hopes to convince about 30 European cities to commit to targets next year.

While such goals are welcome, they may not always be the best way forward, said Simon Reddy, who manages the C40 project, a global network of major cities exchanging ideas on tackling climate change.

"At the moment a lot of cities don't know what they're emitting so it's very difficult to set targets," Reddy said.

More important than emissions targets, he said, is that cities draft action plans, outlining specific goals needed to reduce emissions, like switching a certain percentage of the public transit system to alternative fuels.

London Mayor Ken Livingstone's Climate Action Plan calls for cutting the city's CO2 emissions by 60 percent in 2025, compared to 1990 levels. However, planners acknowledge the cuts are not realistic unless the government introduces a system of carbon pricing.

Barcelona, Spain's second biggest city, has, since 2006, required all new and renovated buildings to install solar panels to supply at least 60 percent of the energy needed to heat water.

The project has been emulated by dozens of Spanish cities and inspired national legislation with similar, though less stringent, requirements, said Angels Codina Relat of the Barcelona Energy Agency.

It's not only in Europe that cities are taking action on climate change.

Several U.S. cities including Austin, Texas; Portland, Ore.; and Seattle have launched programs to cut greenhouse gas emissions. Bogota, the capital of Colombia, has reduced emissions with the TransMilenio municipal bus system and an extensive network of bicycle paths.

In Vaxjo, (pronounced VECK-shur), the vast majority of emissions cuts have been achieved at the heating and power plant, which replaced oil with wood chips from local sawmills as its main source of fuel. Ashes from the furnace are returned to the forest as nutrients.

"This is the best fir in Sweden," said plant manager Ulf Johnsson, scooping up a fistful of wood chips from a giant heap outside the factory.

He had just led Michael Wood, the U.S. Ambassador to Sweden, on a guided tour of the facility, which is considered state of the art. Not only does it generate electricity, but the water that is warmed up in the process of cooling the plant is used to heat homes and offices in Vaxjo.

Every week, foreign visitors arrive to see Vaxjo's environmental campaign. Last year, even a delegation of 10 energy officials from reclusive North Korea got a tour.

A similar but much larger system is in place in Copenhagen, Denmark's capital, where waste heat from incineration and combined heat and power plants is pumped through a purpose-built 800-mile network of pipes to 97 percent of city.

Copenhagen is often cited as a climate pioneer among European cities. It cut CO2 emissions by 187,600 tons annually in the late '90s by switching from coal to natural gas and biofuels at its energy plants. Its goal is to reduce emissions by 35 percent by 2010, compared to 1990 levels, even more ambitious than Denmark's national target of 21 percent cuts under the Kyoto accord.

In 1995, the city became one of the first European capitals to introduce a public bicycle service that lets people pick up and return bikes at dozens of stations citywide for a small fee. Similar initiatives have since taken root in Paris and several other European cities.

Next, Copenhagen plans to spend about $38 million on various initiatives to get more residents to use bicycles instead of cars.

Transport is one of the hardest areas for local leaders to control since traffic is not confined to a single city. Without stronger national policies promoting biofuels over gasoline, Vaxjo, for one, will never reach its long-term target of becoming free of fossil fuels.

But it's doing what it can locally. So-called "green cars" running on biofuels park for free anywhere in the city. About one-fifth of the city's own fleet runs on biogas produced at the local sewage treatment plant.

Using biofuels instead of gasoline in cars is generally considered to cut CO2 emissions, although some scientists say greenhouse gases released during the production of biofuel crops can offset those gains.

Vaxjo has also invested in energy efficiency, from the light bulbs used in street lights to a new residential area with Europe's tallest all-wood apartment buildings. Wood requires less energy to produce than steel or concrete, and also less transportation since Vaxjo is in the middle of forests.

Although Vaxjo is tiny by comparison, the C40 group, including major metropolitan centers such as New York, Mexico City and Tokyo, has been impressed by the city's progress and uses it as an example of "best practices" around the world.

"They're a small town," Reddy said. "Apply that to 7 million? It's doable but its going to take a lot longer."
